With over two decades of experience in utility planning and infrastructure design, Ryan Keyes brings expertise and leadership to his role as Design Supervisor at Nexiya. He leads a team of seven design technicians, providing guidance, training, and quality control reviews to ensure all job packages meet the highest standards before client submission.

Wilcy Sharer is Senior Talent Acquisition Specialist with more than 12 years of experience helping companies build high-performing teams across technology, managed services, and growth-stage startups. As a credentialed member of the American Staffing Association, she brings both expertise and professionalism to every search. A San Diego native, Wilcy combines her deep industry network with a consultative, people-first approach to deliver strategic recruiting solutions that foster growth, innovation, and culture.

Backed by over two decades of experience, Jason combines deep technical knowledge with a strategic understanding of utility infrastructure and design innovation. His deep understanding of complex utility design related issues, combined with dedication to quality and safety, showcase his unique value in the utility design industry. Jason’s design portfolio encompasses a wide range of sectors, including complex healthcare and education environments, as well as commercial enterprises and tribal communities. With a career spanning more than a decade in utility education, Jason has authored and delivered extensive gas and electric training initiatives that have strengthened workforce capability across multiple organizations, focusing on CPUC rules, utility standards, project scope, and costing. In his current role as Principal Advisor, he continues to leverage his expertise to guide strategic utility design initiatives and mentor emerging professionals in the field.

Jason earned his Bachelor of Science in Business Administration from San Diego State University in 2001.

Prior to joining Nexiya, Kecia has had numerous leadership roles with other organizations and among different industries . Kecia is an experienced supervisor with a strong track record of leading high‑performing teams and fostering a collaborative, solutions‑focused work environment. With a background in operations, team development, and process improvement. Kecia combines strategic thinking with a hands‑on leadership style that keeps teams focused, motivated, and aligned.

She joined Nexiya in 2022 as a contractor to SDGE and has since then has promoted to planner and now supervisor all within Nexiya. Over the course of her career, she has guided teams through organizational changes, improved workflow efficiency, and built a culture centered on accountability, communication, and continuous growth. Colleagues describe Kecia as approachable, steady under pressure, and committed to helping people succeed.

In her role as Supervisor, Kecia focuses on empowering employees, strengthening team dynamics, and ensuring that goals are met with consistency and integrity. Kecia actively welcomes feedback and sees it as an essential tool for growth — both for the team and for themselves. By fostering open communication and encouraging continuous improvement, they create an environment where people feel supported, heard, and empowered to do their best work.

Julia Baker is the Project Manager and Team Lead at Nexiya Inc., bringing 13 years of experience in customer service and three years in management. Since joining Nexiya, Julia has demonstrated consistent growth; advancing from a contract administration role to Planning Supervisor and ultimately to her current position as the Project Manager for the organization/Team Lead for the Planning Department's Project Support group. In her role, Julia manages end-to-end project delivery across utility Planning and Design departments, leading cross-functional initiatives spanning operations, business development, human resources, and marketing. She is known for her adaptability, solutions-focused mindset, and deep commitment to developing the people around her.

Erin Spoonster is an Technical Recruitment Specialist with over 10 years of hiring the best talent with clients in the Manufacturing and Automotive industries in the U.S. and Japan. Erin is a subject matter expert understanding your hiring pain points and providing a customized recruitment strategy to best fit your business needs. 

Adam Palazzo is an Account Executive with over a decade of experience helping companies solve hiring and workforce challenges across staffing, recruitment, and HR tech. Based in San Diego, Adam brings a consultative, relationship-first approach to hiring needs tied to growth, seasonality, confidential searches, project demands, and hard-to-fill positions.
